Panaji, Oct 20 (UNI) United Goans Foundation (UGF), a non-government organisation, has filed a complaint with Chief Vigilance Officer of Goa and State Director General of Police (DGP) seeking direction to the authorities concerned to file an FIR in an alleged scam undertaken in awarding consultancy for Spaces interior works as well as work tender for the same work in 2013-14.
According to UGF President Ashish Kamat, the complaint was filed against present Members of Legislative Assembly in the state Chief Minister Manohar Parrikar who was then Chairman of Goa State Infrastructure Development Corporation (GSIDC), Goa Assembly Speaker Dr Pramod Sawant, then Vice Chairman of the GSIDC, Sidharth Kuncalienkar, the then Joint Secretary to the Chief Minister, Sanjit Rodrigues, then Managing Director of GSIDC, Sudesh Sangodkar, Manager (Civil) GSIDC, M/S Ameet Sukhtankar, empanelled architect and interior designer of GSIDC and Kanchan Associates now ‘Kanchan Infrastructure Ltd, a contractor of GSIDC.
The complaint has sought direction to the vigilance department or the police to register an FIR into the case and book the individuals involved under section 7, 11 and 13 of the Prevention of Corruption Act, sections 119, 120, 405, 406, 409, 415, 417, 420 of the IPC for direct involvement in Criminal Corporate Liability under the Companies Act 2013.
The NGO said as the evidence was based on RTI documents produced, filing of FIR became pertinent and did not need preliminary enquiry of investigating officer.
Addressing a press conference on Friday in the city, Mr Kamat claimed that the process adopted to appoint consultant as well as contractor for tender of interior work of Spaces, a building constructed by GSIDC in the city, was faulty.
He also claimed that there were documents which indicated how the then GSIDC Chairman and others ‘misused’ power to award consultancy works to Kanchan Associates.
He said the NGO would petition Governor Mridula Sinha for sanction to be provided to the state to prosecute the public servants as mandated under Section 19 of CrPC and Prevention of Corruption Act.
