Bhubaneswar, Nov 19 (UNI) The Odisha assembly today witnessed noisy scenes over issues on central negligence, a news report entry of CBI into the state Secretariat and the felling of large number of for a beer plant forcing Speaker P K Amat to adjourn the house till 1500hrs without transacting any business.
The problem began soon after the house assembled for the day to take up the question hour business and Finance Minister Shashi Bhushan Behera stood up to reply to a question.
Treasury bench member Mahesh Sahu alleged that the central government has changed the funding pattern of the post matric scholarship of SC students and reduced the fund of central assistance for other schemes.
He also showed a letter of Chief Minister Naveen Patnaik to Union Social Justice and Empowerment Minister in this regard.
Mr Sahu said, earlier central government was providing 90 per cent and the state government was providing 10 per cent for the purpose.
But after the BJP led NDA government came to power, the funding pattern was reversed. Now while the state government is providing 80 per cent of the fund the central government is providing only 20 per cent.
He further said, even the share of the central fund is not being provided to the state for the last three years, he said.
Supporting Mr Sahu, several of his party colleagues vociferously supported him standing on their seats and shouted slogans against the central government.
In the meantime, the Congress members trooped into the well and sought a clarification on a news report appearing in a local language daily that the CBI has entered into the state Secretariat.
At the same time, the BJP members were also seen standing on their seats protesting against the felling of hundreds of trees at Balarampur village in Dhenkanal district for the construction of a beer plant.
As the Assembly plunged into a chaotic situation the Speaker adjourned the house at 1034hrs till 1500hrs realizing that the business of the house could no, longer be conducted smoothly.
After the house was adjourned, the treasury bench members sat on a dharna in front of the Mahatma Gandhi statue inside the Assembly premises in protest against the changing the funding pattern and reducing the central assistance for scholarship for the SC students.
Leader of Opposition Narasingha Mishra later told newsmen that the treasury bench members deliberately created scenes to stall the debate on the admissibility of an adjournment motion on felling of trees for a beer plant moved by the Congress.
He said, the Congress party had given a notice for a debate on the admissibility of an adjournment motion on the felling of large number of trees in Dhenkanal to set up a beer plant and the Speaker has even allowed debate on the issue.
But the treasury bench members afraid of the debate on the issue, created an unpleasant situation inside the house to stall the debate.
The Speaker, who had agreed for a discussion on the issue however, adjourned the house till 1500hrs.
